make bozo honor -rxbind correctly

make bozo honor -rxbind correctly

Bozo needs to call rxInitHost() rather than rxInit() when -rxbind is
present. This patch causes it to read NetInfo/NetRestrict earlier in
the startup process so it can make that decision.
