roken: Add setprogname

roken: Add setprogname

Add setprogname to the list of functions that we test for, and replace
with a libroken alternative if it is missing.

Remove setprogname and getprogname from the AC_CHECK_FUNCS list, as
AC_REPLACE_FUNCS is a superset of this test.
