ubik: remove useless signal call

The current version does not have a corresponding LWP_WaitProcess call
for the beacon_globals.ubik_amSyncSite global. As a result, the
LWP_NoYieldSignal(&beacon_globals.ubik_amSyncSite) signal call can be
safely removed.
